When I look at a bar, I look for a lot of things, most of which are liquor. Alternately, there are a lot of attributes in a bar (that aren't liquor) that determine whether or not I would consider recommending the bar to somebody else.
One of the first things I look for is my ability to actually reach the bar. Do I have to swim through a sea of dudes trying to 'out-bro' one another? Will the phrase 'title 9' be used on my way to getting my drink? In the case of Bar None, it was a good goldilocks occupancy. Not so many people that I'm frequently being violated, but not so few that I feel like a middle aged man escaping his family life. This would receive a score of 8 from me (a 10 being that the only occupants of the bar are Victoria Secret Angels that are irrationally attracted to me).
Prices. For a student on a budget, the prices were great. It's not just that one day of the week the prices are great; everyday there's a new special and I'm a firm believer that variety is the spice of life. Definitely worth another 8 (a 10 being a night of free drinks on the sheer merit that I deserve it).
Bathrooms. At some point they're going to get used. Will my experience be comparable to a 'porta-potty' or will it be closer to the pampering of a 5 star restaurant/hotel. I don't expect the latter out of a budget-able bar, but I'm not the biggest fan of the prior. Though the restroom was a little cozy, it was clean, and that's what counts. I would give Bar None a solid 7 (a 10 being a concierge handing me a 20 on my way out of the bathroom)
Drunk and Disorderly. Another important element are the actual people in the bar. Is this a bar where people will get black out drunk and fight each other, or is this a place where people realize when they've tapped out and head home. The people in the bar really make a bar. Fortunately, the people at Bar None were beyond friendly, nobody was making a scene, and everyone was just having a good time together. The Saturday night crowd at Bar None earned a quality 7.
Lastly, Bartenders. The most important ingredient in the experience. I don't really have a guideline for bartenders, I just like what I like. I loved the Bar Tenders at Bar None. Beyond friendly, nobody looks like they wanna quit, and they are more than game to have a shot with you. I love a bartender that can go with the flow. Bar None definitely scored a solid 8 for some phenomenal bar tenders.

Bar None scored a 76%
In my book, that is a perfect score for a quality budget-bar.
